Office Responsibilities
The County Surveyor's Office is responsible for perpetually maintaining official records and monuments related to all of the government section corners for Porter County that were established by the Public Land Survey System (PLSS) in 1834. Nearly all private surveys reference the PLSS monuments. By state statute, the County Surveyor is the technical authority for the construction, reconstruction and maintenance of all regulated or proposed open and tiled drains in the county. The Office of the County Surveyor maintains and upgrades the mapping of the county. Legal surveys, if any, are kept in a record book in the Surveyor's Office.
The obligations of the Surveyor's Office are addressed in Indiana Code, Title 36, Article 2, Chapter 12, Sections 1-15 (IC 36-2-12).
The County Surveyor's Office does not conduct individual private land surveys.
The Porter County Surveyor serves as a member of various County Boards including: the Porter County Plan Commission, the Porter County Development Review Committee, the Storm Water Management Board, and as an ex to officio member of the Porter County Storm Water Advisory Board (formerly, Porter County Drainage Board). The Porter County Surveyor is also a member of the Kankakee River Basin Commission (KRBC), the Northwestern Indiana Regional Plan Commission (NIRPC), and has been involved with several other local and state agencies.
Kevin D. Breitzke, P.E., P.S., CFM – Porter County Surveyor
Kevin is a registered Land Surveyor and Professional Engineer in the State of Indiana, Kevin has been the County Surveyor since January of 1997. He has been a licensed Land Surveyor since 1984. He is also a Certified Floodplain Manager (CFM). Kevin is a member of several survey related organizations including the Indiana Society of Professional Land Surveyors, the National Society of Professional Surveyors, the National Association of County Surveyors, the Indiana Association for Floodplain and Stormwater Management, and the Association of State Floodplain Managers (ASFPM).
Kevin D. Breitzke has over forty years of experience in surveying and engineering, Valparaiso University BS Civil Engineering degree, and professional licenses for Engineering (1987) and Land Surveying (1983). Kevin has been Porter County Surveyor since 1997 and serves on the Kankakee River Basin Commission (currently treasurer), Porter County Plan Commission (president from 2003 through 2007), Northwest Indiana Regional Plan Commission (Executive Board 2003 through 2008 and 2016, Chairman 2006), Environmental Management Policy Committee of NIRPC (former chairman), Lake Michigan Coastal Advisory Board (2003 to 2007), Porter County Drainage Board, and a number of watershed, environment and planning related advisory boards.
