Special Meeting
September 19, 2002

The Porter County Council met prior to second reading on Thursday, September 19, 2002, at 5:15 p.m., in the County Administration Center, 155 Indiana - Suite 205, Valparaiso, Indiana.

Members present were Karen Conover, Carole Knoblock, Karen Martin, John Ruge and President Barbara Stroud. Also present was Attorney David Hollenbeck, Auditor Sandra Vuko, Jamie Dziabo, Sheila Riley, Vickie Bonich and Jan Balcerak.

Ms. Stroud called the meeting to order with the Pledge of Allegiance.

144 Form

Public Health Nurse from $0 to $15/hr
Secretary from $0 to $7.90/hr

Transfer

$4,700 from account 1110 Salaries into account 1120 Hourly

Ms. Stroud, Before we reconvene our budget hearings, we need to clear up a couple of items. One with the Health Department and one with Union Township. Mr. Letta, would you like to come forward? I understand you want to do some transferring. This is from the Health 05 account.

Mr. Letta, This is for my regular budget. One of our nursing secretaries has retired so we'd like to transfer a portion of her left over pay to Hourly.

Ms. Stroud, So what you are doing on the 144 is taking one Public Health Nurse from $0 to $15 an hour and Secretary from $0 to $7.90.

Mr. Letta, Right, and the reason that says from zero, we've always had these items in our budget but this year we had to cut them with the 10%. So that's why it's showing that way.

Ms. Stroud, Okay, since it's a 144 we need…

Ms. Martin, Well I just had one question.

Ms. Stroud, Okay, I'm sorry.

Ms. Martin, If you're reducing the nurse number, why are we not reducing the 144 with that respect? You said one nurse retired, so would you not be reducing your numbers?

Mr. Letta, No, one of our nursing secretaries.

Ms. Martin, Okay.

Mr. Letta, Due to illness.

Ms. Martin, So would we not be reducing that on the 144 or were they always an hourly?

Mr. Letta, No, we want to transfer what's left of her regular salary to Hourly.

Ms. Martin, But you're leaving her in there also, so you can fill that position or are we reducing that number by one?

Mr. Letta, Are we eliminating that position?

Ms. Martin, Correct.

Mr. Letta, No.

Ms. Martin, When will you be filling that position then?

Mr. Letta, When you give me permission to, essentially.

Ms. Martin, I guess my question is, if you transfer the money you won't have the money to fill the position, so how's it going to go?

Mr. Letta, This, the money, the $4,700 is from when she went on the medical leave in May until whatever day the retirement was in September. In other words, for the rest of the year that's not included in that.

Ms. Martin, So it's just from that point until now? That's my clarification.

Mr. Letta, The 90 days, right.

Ms. Martin, That is what I was asking, that question.

Mr. Letta, Right, the 90 days.

Ms. Stroud, Then you are going to transfer from account 1110, $4,700 to Hourly.

Mr. Letta, Right.

Ms. Stroud, Okay, I need a motion to approve this?

Ms. Martin moved to approve the 144 Form as submitted by Health 05. Mrs. Conover seconded, motion carried unanimously.

Ms. Stroud, Then you want to transfer $4,700 from account 1110 to account 1120. Correct?

Mr. Letta, Correct.

Ms. Stroud, Okay, I need a motion to do that.

Mrs. Knoblock moved to grant the request for transfer of funds as submitted by Health 05. Mrs. Conover seconded, motion carried unanimously.

Ms. Martin, So then do we need to address that position now then?

Mr. Letta, Actually when I come before you on October 1st I'm going to be asking for a couple of those. Thank you.

Transfer

$10,000 from account 1110 Salaries into account 1120 Hourly

Ms. Stroud, Okay, this is a request to transfer funds. This is for Union Township. You want to take from account 1110 to account 1120. You want to transfer $10,000 from Salaries to Hourly. Is that correct?

Carol Linzy, Yes.

Ms. Stroud, Okay. An explanation?

Ms. Linzy, Because I no longer have that position open, so the money that was left in there doesn't need to be there. I have no money left in part-time to pay the people who are working now.

Ms. Stroud, So you need it to finish out the rest of the year in your part-time?

Ms. Linzy, Yes.

Ms. Stroud, I need a motion.

Mrs. Knoblock moved to grant the request for transfer of funds as submitted by Union Township. Ms. Martin seconded, motion carried unanimously.

Ms. Stroud, Thank you.
